The bulk of the material consists of routine correspondence between the Conservation Department and the Department of State and the text of the rules and regulations adopted, revised, or repealed; in some instances, internal memoranda concerning the content of draft regulations are also present.

Early commissions were recorded by the secretary of the Colony of New York. Chapter 12 of the Laws of 1778 appointed the secretary of state the clerk of the Council of Appointment.
